I think you just got lucky. I got the certificate of conformity from Ford, sent it to TFL and this is their response

I'll write a statement explaining how 2001 cars are compliant and the exhaust emissions are the same and see what they say

Looking at your NOx levels of 0.036 it would appear that your car should be compliant, but there’s also a HC+NOx level of 0.089 on there which maybe the respondent mistakenly read as your NOx reading and as that is over the required 0.080 level (for ULEZ) they’ve turned you down (or maybe that is the level that they look for?)
It’s so annoying that you can get any non compliant motorcycle tested for the ULEZ (over in Bow, near Stratford) for £175 and if it is under the limit then it’s put onto the compliant vehicle list with TfL! My 1996 Honda cbr600 flew flew the test with a reading of 0.009 but there’s no such facility for cars 😡

Euro 4 emissions were introduced on all new cars from January 2005 and all newly registered cars from January 2006. To pass Euro 4 standards, petrol cars had to produce CO of no more than 1.0g/km, Total Hydro Carbon (THCs) emissions of no more than 0.10g/km and NOx emissions of 0.08g/km.

Yep and sent a statement explaining it should pass emissions as the newer registration was compliant. Been waiting since, tfl are taking their time. No rush but will update when I get another reply...
 
This has long been a 'bone of contention' with me, Apparently, Emissions legislation was introduced March 31st 2001 which in effect meant that you could have two identical cars, one registered pre 31/3/2001 and the other registered after the 31st which means that pre registered cars pay a lower road tax amount than the later registered one ! And so a big thank-you to all the genius's in central government for thinking that one up !!

( And yes, I own a later car ! ) While I'm here, I spent a lovely Saturday afternoon fitting an ERG valve and a reconditioned IMRC unit to my 2.5 Cat, took apx 6+ hours and it was an absolute sod of a job !. To attach the imrc unit cable end you need hands as big as Action Man and it helped leaving the erg valve off till last, but I still had to remove the accelerator linkage and air inlet pipe just to see where the cable was attached. The erg valve wasn't without its problems too - plenty of wd40 to free where the exhaust link pipe fits to the valve. Both doable jobs and you'll save a fortune in garage charges -if they would have done it in the first place - I'm sure plenty of Cougar owners will have done both these jobs at some stage but for anyone thinking about attempting it, just make sure you have plenty of patience stockpiled and a swear box handy ! ! Hi Hogmonster, the road tax is a rip off, simple as. It just tops the governments coffers up, mean while we have to put up with roads that resemble cart tracks ! . Pot holes ? some are sink holes !!

After 5 months of back and forth with TFL, several calls, escalations, a formal complaint. This is TFLs final response. I think the OP just got lucky. The cert of conformity isn't enough to get the car passed ulez

Annoyingly mine is reported by ULEZ checker is compliant, but my annual VED is significantly higher than the OP.
So if I don't use it to drive in a ULEZ (and it's unlikely I will) that's money wasted.
The choice is, if you're not intending to visit ULEZ get a 1990's Cougar, if you intend to visit more than a few times get a post 2000 one.
 
Which is kinder to our planet ?

A 2.5 litre fitted with catalytic converters and anti smog kit that all lowers fuel consumprion and so creates more carbon.

Or the same engine with less restrictiction that gives more power for the amount of throttle and so more miles per gallon and less carbon burnt.

I genuinely don’t know, I truly don’t think anyone does.

More carbon, but less acid rain, it’s all a balance. Why I’ve fitted a 200 cell sports cat, breath and emissions. Like anything, life is just a balancing act.

Then again check out how much destruction mining will do if we ALL need Lithium batteries for our cars.
Hopefully graphene batteries are round the corner faster than we expect, electric is the future for sure, I have no doubt in a few years my cougar will be having a hybrid conversion some how.
 
You may be right. Personally I think the presently promoted EVs will be seen as worse than diesel in 10 years time, only time will tell.
Hydrogen seems like a more realistic solution in my world.
I‘ll only go battery if I have enough PV to charge it without drawing from the network. Even then I have other concerns.

Hence I’ll stick with my 10 year old Diesel and my 2 x 20+ year old petrol. Not to mention the ZZR 14. Maybe I can argue fuel economy there, maybe not.

We all have to make our own choices, we’re fortunate that mostly we can.
